- Update release version to 2025.11.17_01.10 - Add changelog entries for 2025-10-29 and 2025-11-21 updates - Add INFO variable for front-end-of-line checks - Update DRC rule names (e.g., dnwell.1 -> MRW_dnwell.WID.1) - Update file permissions to executable

Why is thkox commented here and replaced with hvi? A comment to this effect would be good…

This PR updates the sky130A_mr.drc file with the following changes:
These updates align with the current Skywater required rules and include feedback from SWT regarding licon bar spacing for SP.15/16.
