ability to silence needless "upgrade" warnings #2551

i'm constantly bombarded by:

pkg: Warning: Major OS version upgrade detected. Running "pkg bootstrap -f" recommended

it comes out of the pkg when i install packages into dir for my embeddws image making
it comes out of pkgbase package making

it serves no real purpose as it doesn't apply here

i see no way to disable it in config but it should be possible, and then it should be disabled everywhere where it doesn't make any sense

even creating a package moans about "upgrade"

considering it's perfectly valid to have host different from target, i want it to be disableable
it DOES serve a point in some host operations but it's mostly wolfcrying here. when it needs to be read, you just pass it as another message that serves no purpose and should be ignored. and the you shoot yourself in the foot!
