All packages should be updated to allow Protobuf 7.x https://pypi.org/project/protobuf/7.34.0/

This has been merged in the generator, so the next step should be do do a gapic update

This could be considered a bug rather than feature request as the latest version of Protobuf and Cloud client libraries are not compatible.
