Allow rotating vector maps

For better help at understanding unknown locations it could be helpful to be able to rotate the map (I mean this standard two-finger-gesture). This of course can only work with vector tiles

It is explicitly disabled at the moment because zooming on mobile devices has often caused accidentally rotating the map.

Ah, okay. Sounds like there is some kind of threshold needed, before the rotate starts.
But that's probably an open layers limitation?
