Support VMSS with Flexible orchestration mode #268

My company is using HashiCorp Vault (Enterprise) and deploying clusters on Azure and we saw that VMSS with Flexible Orchestration mode are not supported: https://support.hashicorp.com/hc/en-us/articles/31840584403731-Azure-VMSS-Auto-join-no-interfaces-Error
It is quite annoying as it seems it is the recommended mode and Microsoft will probably deprecate the Uniform mode in the future.
I am not sure to get why the Flexible mode has not been added to go-discover yet, is it something that is planned in the near future?
