Remove CNI bpf responsibilities after the DP Syncer changes as merged #75
Description
Change the DP syncer from optional to mandatory at DP launch time and remove the BPF unloading functionality from the CNI.
Leverage the existing DelNetDev() function in the DPServer Server to unload the bpf program on the interface.
Depends on #67 being merged.
