If it doesn't, does it make sense to use Github Actions for this?

Maybe even publishing the packages using GitHub packages?

No, this project currently doesn't have a public CI.
It all has make sense, if there is a need, you are the first that is asking for it.

Yes, it has a private CI but it is not based on github actions.
Your contribution is appreciated, will look at that.
