Status of Interoperability production during upgrades?

Should we assume that the current namespace's Interoperability production is stopped, or is it running, during upgrade step execution?

This is not something we do right now but definitely worth something doing (will need to decide if the default is to do this or not - should be able to specify at the module level) doing the update command.

Sounds good, but we'll need to tread carefully. As I noted in HSIEO-13310, changes to Interoperability settings require actions that must take place outside of any transactions. So the Interoperability function space overlaps with the issues regarding rollback.
