Implementing Sematext Cloud provider as a pure webhook receiver. PR submitted: #6150

• Full ruleType handling (ALERT, ANOMALY, HEARTBEAT, RECOVERY, SCHEDULED)
• backToNormal recovery detection
• Priority string + numeric severity mapping
• 65 unit tests
