Upstream package check bug

Bug:Porch doesn't check that target upstream, upstream from, and the upstream to are the same package.
We shouldn't need to provide all three references over the API, you should only need the target PR and the new upgrade.
Maybe we can fix this in v1alpha2
We should reject upgrades when the upstream package name is different on old/new/target
@liamfallon to write a bug report on this

Move the kpt CLI to a separate module

This change modularises kpt in a better way, the kpt library is the base module and the CLI is a "sub" module

How does the CI work with tags? It is complex at the moment
@aravindtga will write an issue on how the tagging of "latest" and "stable" should work and we should add the description of how it works to our documentation. Then we can check that all repos follow the convention.

Upstreaming the "version constraints in the functionconfig"

2026-09-16:

Issue triggered by this PR: Fix make run-in-kind by upgrading KRM function versions in Dockerfile porch#1166
If the Kptfile says to run version 1.2.3 of a function but the function runner contains a newer version
there will be a mismatch
The newer version might act differently, at worst it could be completely incompatible
@mozesl-nokia will raise a PR to fix this.

Would a Yaml schema be useful for this? A master config struct, based on that, generate a go file that can manage the env variables, generate the flag checking code, and generate the Yaml schema. We could use a go generate for this.
