Add Trace Flag 3661

Ten minutes into this PASS 2023 session, Bob Ward introduces Trace Flag 3661. It was added in for testing snapshot backups. They say you can use it as a startup flag and it will let you edit SQL Server files in Notepad (or just copy them) while SQL Server is running. Let's add it in.
