CI does not pass for Russian localisation

This is a Bug Report

Problem:
When I create a PR for Russian localisation ("dev-1.17-ru.1" branch), CI checks do not pass. It fails due to markdown errors, like in the PR #51335.

Proposed Solution:
I fixed CI with the below PR. Please review #53135

The #51335 PR contains all the aforementioned updates, and CI checks in it are successful.
