incorrect FirstUsable and LastUsable in nuget 2.6 version for /31 networks #369

Current values:
First: 167.92.212.82
Last: 167.92.212.83
FirstUsable: 167.92.212.83
LastUsable: 167.92.212.82
The issues with this in version 2.6 is that LastUsable is less than the FirstUsable.
Expected values According to AI (which might be wrong):
A /31 network contains exactly two IP addresses, both usable, typically for point‑to‑point links (as defined in RFC 3021).
Network: 167.92.212.82
Broadcast: none (for /31 networks, both addresses are host addresses)
Usable Hosts for the example /31 network:
167.92.212.82 (so this supposed to be the FirsUsable)
167.92.212.83 (this supposed to be the LastUsable)
