Update the Document 'Donating a Project to LF AI & Data'

Much of the information and many of the links in this document on how a project is donated to LF AI & Data = incomplete and/or outdated - and it probably needs to be revamped yet again since we went back in March and revised how projects are donated to be aligned with best practices.
