The cpu-features.c file is provided by your Android NDK toolchain.
Since termux aims to emulate a usual Linux system, I think you need to configure SDL using -DCMAKE_SYSTEM_NAME=Linux (instead of =Android)

I found out cpu-features.c is only potentially used in 32-bit arm.
#14449 will only pull in cpu-features.c when needed.

i was succesful compiling sdl3 on termux i used:

I checked android-ndk-r29-aarch64-linux-android.tar.xz, and normally when configuring with -DCMAKE_TOOLCHAIN_FILE=android-ndk-r29-aarch64-linux-android/android-ndk-r29/build/cmake/android.toolchain.file -DANDROID_USE_LEGACY_TOOLCHAIN_FILE=0, building SDL3 with current main should've worked: CMAKE_ANDROID_NDK s defined and cpufeatures.c is in the tarball.

Nice, I tested building again (I just so happened to coincidentally also be building SDL for Android inside of Termux yesterday) and the build succeeds now with no further issues.
