"Switching to another layout" option missing in Wayland

Bug description

When you log in the Wayland session of Linux Mint Cinnamon, and go to the Keyboard apps, there is no "Switching to another layout" option in the XKB Options.

Steps to reproduce

1. Boot into Linux Mint
2. Switch to Wayland session
3. Open Keyboard app
4. Go to XKB Options
5. Click on the + button to add a new rule
6. Try searching for Switching to another layout

Expected behavior

There should be an option Switching to another layout present in the XKB Options menu.
