Why does it require libgit2 and libssh2 to build?

I understand those could be used for some optional features, but they should not be required.

Because cargo itself depends on these, and cargo-c depends on cargo.

I had cargo in my system and didn't have libgit and libssh. Now librsvg pulled cargo-c and suddenly it pulled libgit and libssh.

It is just a matter of your distribution and there is nothing on our side to do.
