PowerPlatformToolInstaller: log actual version of PAC CLI installed

It'd be really useful when troubleshooting if the Tool Installer action logged the actual version installed.

Workaround: match version of build tools with the Power Platform Build Tools release notes on the Visual Studio Marketplace Update: Seems like the version number can update independently. Amazing.
