Chat: tree view no longer gets the right height

@bhavyaus this change seems to have broken the chat tree height:

Notice how the focus outline for the last response is cut off at the end:

Can you elaborate what lead to this change? For now I will revert to how it was but it would be good to understand the rationale.

Thank you for the revert. I was fixing the chatinput part padding not adjusting when the tree has content. Will take a look and fix it up!

Here's the issue I was trying to fix (video from oss, you might need to watch in full screen mode). There is a slight jump in the inpytbox on first tree item render :

@bhavyaus I can reproduce this when I am zoomed in, but not when zoom level is 0, can you verify? So this maybe a zoom only issue, but actually not an issue in our code.

How did your fix previously try to make this better?

I can see the jump at zoom level 0 also but less noticeable. Especially when I go from an existing chat with items in the tree to a new chat.

The todo and edit-sessions widget both add a -4px margin-botton which we were trying to compensate for and updated the calculation accordingly.

Right,, the -4px is to remove the gap: 4px that exists for items in the chat widget due to flex layout so that the todo and edit set appear directly above the chat input. You say this is causing the jump?

i'm seeing this as well (no left or right border either). but only under 0 zoom, anything above 0 zoom seems okay in latest insiders...
