Remove `allOf` section from telemetry.new_profile_v4

#395 adds a scalar section to the new-profile ping. This is wrapped in allOf to send those values to additional_properties in BigQuery. The scalars.yaml file associated with the ping should be used to fill in the schema with the probe and collection type in the mozilla-schema-generator.
