Is this project still in active development? Can one do a pull request?

This project is no longer under active development, and no longer works with current Ethereum versions as it's using deprecated APIs. It's an open source project though, so you're welcome to develop it. Do have a look at https://github.com/peacekeeper/blockchain-identity first though.
