Remove all use of legacy context API

The problem

The legacy context API is being used in a number of components. This API will eventually be deprecated and there are performance improvements to using the current context API.

Warning: Legacy context API has been detected within a strict-mode tree.

The old API will be supported in all 16.x releases, but applications using it should migrate to the new version.
