Add guidelines for Cosign trust policy keyless configuration

Cosign trust policy supports keyless configuration now, see PR https://github.com/ratify-project/ratify/pull/1503. This issue requested to update the existing document with trust policy keyless support https://ratify.dev/docs/plugins/verifier/cosign#limitations
