I've opened #3730 with the new term ganglion cell-inner plexiform layer (UBERON:1200005).

A couple of notes on the IDs in the issue (used the correct current UBERON IDs):

• The parent label neural retina layer matches UBERON:0003902 (retinal neural layer); UBERON:0001789 is actually outer nuclear layer of retina. I used UBERON:0003902 as the part_of target and multi-tissue structure (UBERON:0000481) as the is_a, following the carotid artery intima-media region pattern (UBERON:1200002 / Add term: carotid artery intima-media region (UBERON:9900000) #3630).
• inner plexiform layer of retina is UBERON:0001795, not UBERON:0001803 (which is epithelium of lens) — corrected.
• ganglion cell layer of retina maps to UBERON:0001792 (ganglionic layer of retina) — kept as is.

The term has has_part GCL + IPL, part_of retinal neural layer, and the standard contributor/date/term-tracker metadata. Please review #3730.
