After #31, we need to ensure external extensions are allowed to chain the IATI actions

This will be useful to process the data before generating IATI files
User probably have custom CSV that will require to be parsed before being transformed to XML

We also need to include some notes for users that requires to override actions ensuring we describe how to do it.
