Migrate DockerHub images to GitHub packages

Considering that Docker is sunsetting Free Team organizations (see [private issue](https://github.com/okfn/devops/issues/319)) we need to move  our images from DockerHub  to [GitHub Packages](https://docs.github.com/en/actions/publishing-packages/publishing-docker-images#publishing-images-to-github-packages)
