Turn on Latin transliteration based on scripts

Currently the Latin transliteration is either on or off for all non Latin scripts. The ideal situation of display priority would be, original non-Latin scripts that the user knows, languages using Latin scripts and then Latin transliteration for the rest.

It can be implemented using preferred languages (from system settings) logic (e.g. preferred languages should not be transliterated, as users are already reading them). Can you please create a detailed issue with some easy-to-reproduce example?
