Create XCM Observability Guide #9412
Description
This issue tracks the work to create a comprehensive guide on XCM Observability for Polkadot Docs. The content will be adapted from the existing XCM Observability guide.
The goal is to provide developers on how to trace, debug, and correlate XCMs across chains.
This work partially addresses #5207 and polkadot-developers/polkadot-docs#813.
