Adjust mouse tick positioning for every ruler orientation

Need to fine-tune the mouse tick label positioning to account for ruler orientation changes.

top left

Mostly correct. Top inset of the rule mouse tick label should be increased a bit.

top right

Same issue as top left for the hrule mouse tick label. Vrule mouse tick label should be inset from the right edge, not left.

bottom left

Vrule mouse tick label is not visible, should be inset from left edge. Hrule mouse tick label should be inset from bottom edge.

bottom right

Basically same issue as bottom left. Hrule mouse tick label should be inset from bottom edge. Vrule mouse tick label should be visible and inset from the right edge, not left.
