Backend Channel Cache not returning all Channels

Somehow, the backend channel cache doesnt get all channels. Especially channels from databuffer aren't complete. Figure out why this is and if it can be fixed.

The issue resides with data-api. It limits channel search results to 100. Unfortunately, I don't see a way around this. It seems like sf-archiver also does impose an artificial limit, however that one is fairly large with 400'000. Nevertheless, in both cases we have an issue with bad caching, since searches matching some cached subset will only return that, ignoring uncached channels also matching the substring. This makes it basically impossible to find some channels if you don't know the full name. Hence, allow_cached_result is now set to False if the route is called with a search_text having 5 or more characters. See 9dd108d .
