Lexical Rich Text Tooltip Toolbar

Currently, the tooltip toolbar, which appears when highlighting text in the lexical rich text editor, is hidden behind the Google Chrome copy/paste tooltip on Android mobile. We could move the tooltip toolbar to the bottom of the highlighted rich text content on mobile. I'm happy to work on that if this design change is approved.
