Prevent infinite remediation loop #31
Description
When an unhealthy node restores only temporarily after applying remediation and goes unhealthy again, node-operation-controller appears to repeat the remediation indefinitely.
To prevent this situation and facilitate human escalation, we would need a mechanism to stop repeated recovery attempts after a certain number of iterations or other defined criteria.
