[Feature]: Align tab close button to the right #17986

Thanks for the clear write-up — this is a real layout mismatch, not a duplicate. What the code does today Close is fused with the left-side identity icon. Same control is also used in Not a duplicate of
No existing PR already moves tab close to the right of the title. Suggested change A flex reorder alone would put the icon after the title ( Do not change panel-level close or the add-surface menu. Accepting as a low-priority UI polish. Good first issue. |

Problem or use case
Tab close (
×) sits on the left of the tab title. That matches Safari / Chrome-on-macOS, but in T3 it reads as IDE chrome, where close-on-the-right (VS Code, Chrome-on-Windows, Firefox) is the expected target.Left-aligned close is easy to miss or hit by accident when selecting a tab, and it fights the muscle memory of every other editor-style tab strip.
Proposed solution
Move the close button to the right of the tab title on the in-app browser and other right-panel tabs that share the same control.
Keep hover-to-reveal / active-tab visibility as they are today; this is only a layout change.
