Resuming a Codex goal started a native turn with no input, which Codex rejects with EmptyInput. The run failed before the goal was reactivated, and any turn Codex had already started kept running with no run attached. Resuming now starts no turn of its own. The run takes over the turn Codex already started on the thread, or else is held open while the goal is reactivated and adopts the turn Codex starts next. If the goal stays inactive the run settles right away. Fixes pingdotgg#20232
ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This is a contained Codex orchestration bug fix that removes the invalid empty-input start and preserves existing goal continuation behavior through targeted turn adoption and hold logic. The added replay tests cover the affected resume scenarios without changing production behavior themselves. You can add or adjust custom eligibility rules. Learn more. |

- Around line 5993-5995: Update the unowned-turn completion handler around
`unownedRootTurns` to perform its lookup and finalization under the same
`turnTerminalizationPermit` serialization used by `claimGoalTurn` and
`registerRootTurn`, so completion cannot be lost while a claim is in progress.
- Line 6269: Update the turn registration flow around registerRootTurn and
claimGoalTurn to preserve events received before the turn enters activeTurns.
Register or buffer events for the unowned turn before attaching the run, then
replay or process them once the turn is registered so item/started events and
native approval requests are not dropped.
- Line 6266: Update the resumed-goal path around completeGoalCommandTurn so its
synthetic turn does not start the five-second continuation grace period before
thread/goal/set completes. Keep the initial resume hold until activation
establishes an inactive goal or a resumed turn is available to attach, then
apply the post-turn grace period as appropriate.

Note Written by Claude Opus 5.5 on behalf of ScottN-PV. In case a real-server check helps: this reproduces on main cfafb4b (not this branch), Linux, Codex CLI 0.163.0.
With no native turn running (paused goal, idle thread), the same command did not fail on 0.163.0: Codex accepted the empty |
…tive The 5 second wait for Codex to start the next goal turn began when the resume run was held, before thread/goal/set had returned. If reactivating the goal took longer than that, the run settled first, and the turn Codex started afterwards was paused and interrupted as having no run. The wait now starts once the goal activation has finished. The same applies to /goal when its first turn ends before the goal is active.

Taking over this one as maintainer for batch codex-07. I will rebuild the goal-resume behavior against current main, minimize the regression coverage, verify provider behavior where available, and run independent reviews. Original history and credit will be preserved; this stays unmerged. |

/goal resumecan fail withEmptyInputwhen Codex has already started a goal turn during thread resume. The adapter now claims that running turn, or holds the run for native goal activation, instead of submitting an emptyturn/start. Explicit resume intent keeps native starts claimable while the goal read and settings update are pending, and Stop cancels that intent.During activation, Stop resolves the resume’s claimed turn from the activation record. After activation, thread-wide Stop resolves the current native goal root or hold from existing adapter context, so projection lag cannot redirect it to earlier background work. Stop captures the requested and current goal lineage before pausing and follows continuations afterward. Activation keeps the hold open; inactive goals settle it.
Before activation,
thread/settings/updateapplies the requesting run’s future-turn configuration without launching another turn. Resume failures cancel pending intent and settle any hold as interrupted. Waiting native work is paused and interrupted; owned work uses the existing Stop path, including descendant and retained-work cleanup. Cleanup errors are logged while the original resume error reaches the caller. An already-running adopted turn keeps the model, approval policy, and sandbox it started with. Settings updates affect later turns. Successful resume adopts existing native work without restarting it.
Maintainer takeover of @fixfon’s change; original commits are preserved. Fixes #20232.
Verification on Linux:
turn/start. Existing goal Stop and restart-continuation tests pass.No UI or wire contract changed; focused tests and headless adapter runs provide before/after proof. macOS, Windows, iOS, Android, packaged Electron desktop and older Codex versions were not verified here. Stop/fault interleavings use replay proof; event ingestion was not stalled in a live server. The T3 MCP collaboration-mode settings payload was not exercised live.
Implementation/tests: GPT-6.1 Sol and GPT-6 Astra through Codex in T3 Code. Independent reviews: Claude Opus 5.5 and GPT-6 Sol.
