Enable security scanning in CI workflows

Scanning with the wizcli was added in:

• Implement image security scans using wizcli #217

We need to enable this in the workflow once the policies are worked out.

• Forward Wiz secrets to bakery-build-native.yml images-connect#148
• Forward Wiz secrets to bakery-build-native.yml images-package-manager#136
• Forward Wiz secrets to bakery-build-native.yml images-workbench#183

I'm currently thinking build-time scans for PRs. Everything else should be adequately monitored by registry scans.

For now, we will add wizcli to the builds on main only.
