add numba acceleration to compressible_fv4 fluxes

The fluxes are very slow to evaluate. Unfortunately, we pass in a lot of classes and numba doesn't seem to like those.

actually, it seems that the main issue was that we were evaluating the advective terms too many times (fixed in #331)
