Leftovers from old LFRic infrastructure library

Hi Joerg (@hiker),

In #3116 we removed src/psyclone/tests/test_files/lfric/infrastructure but, unfortunately, forgot to amend the references to that directory in the documentation, make and test files. I count 16 hits in 15 different files.

@nmnobre , thanks for #3204 . This issue is even more embarrassing as I initially thought: there is at least one example (lfric timer) that doesn't work anymore out-of-the-box (likely due to changes to the timer lib?), and one library is completely broken (readonly verification). I am going through these things with a fine comb now (and extending the compilation tests to cover more code).

I checked the changes in #3204:

• the tutorial has been removed from compilation tests because of Fix compilation issues with new lfric infrastructure #3114 (updates required to use the new infrastructure when reading NetCDF files)
• While the CI runs a test in lib/extract, this just runs a small unit test for the comparison library.

I am updating all Makefiles under lib so that the CI will build all libraries (except the ones that require 3rd party dependencies, lib tau, nvidia, ...)
