Move them to DxeTestPointCheckDmaProtectionLib and PeiTestPointCheckDmaProtectionLib. Provide TestPointCheckDmaProtectionLibNull for platform that does not have necessary packages for DmaProtection feature. Signed-off-by: PaddyDeng <[email protected]>

Separate DmaProtection work out from TestPointCheckLib to decouple with IntelSiliconPkg dependency.
Move them to DxeTestPointCheckDmaProtectionLib and PeiTestPointCheckDmaProtectionLib.
