v1alpha2 Tink Agent

tink-worker contains obsolete capabilities and has been deemed hard to maintain. We're re-writing the tink-worker and calling it the agent.

I'll also note that with the recently added v1alpha2 API we're going to need to refactor the tink-worker regardless.

The code base now has a functional agent. It is not feature complete and will continue to be worked on once we have a functional system for the v1alpha2 API.
