To accompany w3c/dapt#329:

• Add an invalid test resource that's otherwise valid except for the presence of a Byte Order Mark (BOM)
• Add an invalid test resource that's otherwise valid except for the presence of a DTD reference in the XML Prolog - the DTD reference should be pointing to a valid DTD.

Both tests relate to the extension feature #serialization.
