Arrangement of examples in the best practices github folder

Examples are to be placed in the formal-semantics\examples github folder. New examples (one folder per example) to be named example00, example01... Files to be named: "policy.json", "state.json" and "evaluationrequest.json" and "compliancereport.json" (either json or rdf turtle .ttl), plus a possible human description (README.md ). Existing examples (13) need to be renamed and accommodated into this structure. New examples to be added upon pull request. Only to be rejected if counter-proposals for expected behaviour are made explicit.
This concerns all, although @vroddon will make the current example (13) fit into this structure.
