create task forces for WSG

Sustainable Web CG had task forces devoted to working on each section of WSG, and most work was done async. It would be helpful to have similar in IG.

• Hosting and Infrastructure
• Business strategy and Product Management

Also: A task force on measurability (similar to the metrics group) - focused on improving our calculation data.

Whether that be the creation of tooling to provide mass implementation reporting metrics, test suite data, or standards based metrics (GRI, ISO, etc).

Maybe we could also discuss how we want to handle additionnal topics like WebGPU, AI and such. Basically : to which topics do we react and how do we do so.
