Senders action on receiving endpoint being unavailable or down?

Sender https://A tries to send a webmention to receiver endpoint https://B. But B is unresponsive or down, (not returning any error or failure response)

Should the sender try to resend webmention again? If yes, should it be once, or be checked periodically to send again and again?
