Ingest Video Resolution Configurability for Supporting Older GPUs #17

In order to use an older GPU, some people have opted to lower the resolution for input image to 256x256 when creating ComfyUI workflows. If ComfyStream allowed for configuring input video to lower resolutions, it can enable users with older GPUs to develop real time video AI workflows.
More testing is needed to understand the impact of this, but we have anecdotal reports that people have done this for 3080 support.
