feat(vis-core): WebGPU Buffer Memory Management
What
Introduces the memory module of the WebGPU rendering subsystem: the BufferManager interface and BatchPoolBufferManager, a pooling implementation that suballocates from size-bucketed slabs so many small resources share a few large GPUBuffers.
