Removed the release notes page entirely and replaced it with a redirect to the Releases page on GH.

@maxkatz6 I thought maybe we could create a link and redirect to the GH releases page, rather than keep a doc that only has a link on it. What do you think? |

This page was not up to date, and instead of syncrhonizing it with the upstream, we should only keep link to the github releases page.
