What this PR does / why we need it:
containerd v2 uses sandbox instead of sandbox_image (v1)
From v1.35, infra pod image will never be read from kubelet flag. Then for network isolated cluster, it will try to read the pause image from containerd config. However, it will fail because it does not support sandbox
