What this PR does / why we need it:
This PR changes the origin of the dcgm-exporter package for Ubuntu 22.04 and 24.04. The package is now pulled from PMC instead of an Nvidia repo. The version number for the AzureLinux package was also upticked for parity with the Ubuntu versions.
dcgm-exporterpackage now used for Ubuntu instead ofdatacenter-gpu-manager-exporterincomponents.jsonazurelinuxpackage version number upticked from4.6.0-1.azl3to4.6.0-2.azl3cse_install_ubuntu.sh,scenario_gpu_managed_experience_test.go, andinstall-dependencies.shchanged to referencedcgm-exporterfor Ubuntu instead ofdatacenter-gpu-manager-exporterRequirements:
