This makes some notable changes to the NARA build in addition to setting up Github Actions: * Switch from previously custom-built MariaDB image (lap/nara-db) to using a stock MariaDB 10 image. * Ship with Docker Compose changes that that allow us to set a MariaDB server-level setting and load an existing dump file to a local development environment.
