Fix 300 (#300). Make sure either quality level or endpoint and selector clusters are set. Without this the front-end will fail when trying compress in
ETC1Smode and neither quality or the endpoint and selector clusters where changed from their defaults.The new behavior is similar to the command line tool, which has a similar check.
